(new details in error message)

I'm getting this one too, in Dapper with Gnome 2.14.0 build date 2006-Mar-16. 
It has been doing this ever since I did a dist-upgrade from Breezy.

Things I have tried with no success: create a new user (still happens to new 
user); run gdmsetup and change a few settings (still happens); run Gnome config 
editor and toggle many settings (still happens).

It appears to cycle through all the possible themes a few times and eventually 
stops with the error message as follows:

There was an error starting the GNOME Settings Daemon.

Some things, such as themes, sounds, or background settings may not work 
correctly.

The Settings Daemon restarted too many times.

The last error message was:

System exception: IDL:Bonobo/GeneralError:1.0 : Child process did not give an 
error message, unknown failure occurred

GNOME will still try to restart the Settings Daemon next time you log in.
