(new details in error message) I'm getting this one too, in Dapper with Gnome 2.14.0 build date 2006-Mar-16. It has been doing this ever since I did a dist-upgrade from Breezy.
Things I have tried with no success: create a new user (still happens to new user); run gdmsetup and change a few settings (still happens); run Gnome config editor and toggle many settings (still happens). It appears to cycle through all the possible themes a few times and eventually stops with the error message as follows: There was an error starting the GNOME Settings Daemon. Some things, such as themes, sounds, or background settings may not work correctly. The Settings Daemon restarted too many times.
