Public bug reported:

Binary package hint: gnome-control-center

If your graphics card is blacklisted by Compiz, gnome-appearance-
properties installs the restricted driver automatically.

I have an ati-chip on a laptop, so if I select any option in the Visual
Effects tab, I just get asked for my password and fglrx gets installed
automatically.

There is no explanation why it does that. Furthermore, there is no
explanation why gnome-appearance-properties needs my password in the
first place.

If you cancel the password prompt, you get a message stating to reboot
your system and try again – even if you did not install the driver.

Then after you let it install the driver and rebootet, you finally get
the restricted drivers manager's massage, that you are using the
restricted grapics driver. And still no explanation why that was
necessary.

Last but not least, the proprietary fglrx driver fails to hibernate
properly, so there should definitely a popup asking if the user really
wants to install that driver.

Suspend and hibbernation works fine for me with the open ati driver, so
if users just want to give those effects a quick look, they may be in
for surprises, although the hardware should be "function properly" now.
