I was able to accomplish the behavior by setting values in gconf-editor
as you described above (I'm not sure if it was that exact key or
another).  This does serve as a useful workaround.  However, the title
of this bug is "No GUI method to disable screen lock..." so yes the bug
is that there is no GUI way to set this.
