This appears to be not an upstream issue because of the libjpeg they
ship in the mozilla source. Unfortunately, they carry quite a few
ancient patches that are not reasonably documented.
If we cannot find a feasible cherry-pick for this bug we should consider
to just drop the system-jpeg configure switch.
If anyone volunteers to dig into this I can provide you with pointers to
get started.
