I am affected by this too, in Hardy Heron. My Workspace Switcher Applet has an entirely different interface in Compiz than it does in Metacity. In Compiz, setting it to 2x2 workspaces makes the botom row of workspaces unusable and Compiz continues to recognise only two workspaces despite gnome-panel indicating four.
