In Gutsy it was necessary to set the gconf key for root using 'sudo
gconf-editor'.  However, in Hardy PolicyKit looks at the user's gconf
key so the key, "/apps/gnome-system-tools/users/showall", needs to be
set for the user using users-admin.

I have verified this works using  2.21.92-0ubuntu1 on Hardy Heron.  Can
anyone else verify this works?  Thanks in advance.
