Thanks for your report. This is to be expected, since the File Roller instance running as a normal user has no privilege to write to directories owned by root. In the future, this can be fixed with the use of PolicyKit [1], giving the user the ability to escalate the privileges of File Roller, Nautilus and other apps only when needed.
