I'm using 7.10 (Gutsy). Here are the screenshots. I made the panels a bit bigger so that you could see that the icon doesn't scale. The gnome-panel has icons of 48 pixels high, and the AWN has icons of 60 pixels high. The icon theme is Human, the Ubuntu default.
