It appears to be an upstream problem. I spoke with 2 other people with the same issue in #gimp and one person was running OS X. For that reason, it appears not to be related to the window decorator or X setup.
The problem, since creating this ticket, seems to be intermittent. The symptoms will continue to occur regardless of application restarts and then all of a sudden, they disappear only to re-appear at a later time. As well, it appears to be related to saving the document to another folder other than the default. I haven't 100% confirmed this and will provide as much information as I can the next time the bug pops up.
