No, it does not appear with desktop effects turned off. Actually, with the latest updates, it's just black for a few seconds, then it's all visible by it self.
But another related problem is when I open up a new Tab with Ctrl+Shift+T (or by menus) nothing seems to happen (except that the cursor stops blinking). Then I really have to click on the window (anywhere) until the window update it's contents.
