That's not really a bug of the panel or the theme. The gnome-panel expects 22x22 icons nowadays or the Human icons are still 24x24 so it does some scaling. The way to wokraorund that is to have the GTK theme specify that the panel should use 24x24 icons, ubuntulooks does that. It has the side effect to create blurry icons if you use an 22x22 icon theme though. Closing the bug, that's not really one and has already been mentionned, ideally the panel should deal with the situation
