the problem is in /usr/share/themes/Darklooks/gtk-2.0/gtkrc the theme assumes tooltips_fg_color:#000000 is going to change the font-color of the tooltips and it does no such thing. My guess is this might have worked at one point, but it presumably imports style info from Clearlooks as well.
I'm new at this so I could just be talking out my arse. I guess clearlooks is a baseclass of style for many gnome themes (the suffix -looks seems to support this,) seems Human has a bunch of mentions of it too. I suspect something changed in Clearlooks and that Darklooks inherits from and it cascades borking that style. Rough guestimation plz get fixed before launch!!
