Uh... Where?

I can't find anything about this in gnome-control-center's bug list.

  I think it would be useful if gnome-keybinding-properties would also
  allow the set a shortcut for the System Monitor.
  
  This would for example provide an easy way to assign it to
- 'Ctrl+Alt+Supr' for users coming from that-system-we-won't-name :P.

  I'm not sure if average users would find it, but it's easy to explain if
  they ask you. I remember that when I switched to Ubuntu one of the first
  applications I open was this one, and I was frustrated that the System
  Monitor wasn't there and I had to edit some strange configuration files.
