I just discovered that this problem only occurs if the resolution of the
desktop where VMWare Server Console is running  is identical to the
resolution of the VM Guest,

For example, if my VMWare guest (XP Pro SP2, in this instance) is at
1024X768, but my Ubuntu desktop is 1280X800, clicking Full-Screen in the
VMWare Server Conosle to bring it full-screen does not display the
tooltip.  It is only when both are identical that this errant tooltip
display is occurring.

Also, I don't know if this is a contributing factor, but I have
configured my VMWare guest with maximum width and height settings which
match the Ubuntu desktop where my VMWare Server Console runs (on an HP
Pavilion zx5000 laptop).

# settings in my .vmx config file for the VMWare guest 
svga.maxWidth=1280
svga.maxHeight=800
