Comment: The latest gstreamer0.10-plugins-ugly-multiverse package installs a encoding profile with a pipeline with id3mux... so no documentation needed normally ;) The xing header includes the track length and average bitrate afaik (or maybe only the length... average bitrate could be calculated from that ;) ).
