Public bug reported:

Binary package hint: gnome-panel

If you have a panel on top of your screen the top 2 rows of pixels do
not respond to mouse clicks. E.g. you cannot open the applications menu
by clicking on the top 2 rows of pixels above it. This is very annoying
when you quickly want to open one of the menu's on top of the screen.

Also on the bottom at the window list, when you move the mouse pointer
down as far as possible, visually the mouse pointer is in the window
button but it is not clickable.

One exception is the 4 pixels in each corner of the screen which do work
as expected.

** Affects: gnome-panel (Ubuntu)
     Importance: Undecided
         Status: New
