Under 3059 and the former .cfg settings it would keep /proc empty
continuously.

Now mail collects in /proc and they are moved to /work less frequently

I prefer the prior behaviour as it levelled the cpu usage more also.  Now
cpu usage has more spikes

Please keep in mind as you direct me to change settings that there must be a
different behaviour of decludeproc V3.05.9 than of V3.05.11
