In our experience any time overflow is filling fast but the machine's
processor is doing next to nothing, it has always been some type of DNS timing 
out.
Could be one test, could be DNS server, etc.

Easy way to check it is to REM out all the dns based tests in your
global.cfg file. Also look for LOTS of Declude processes taking no
processor resources. This means they're waiting for a response that
they most likely aren't going to get.
