Hi:   You have WHITELIST AUTH defined - but also defined that white lists should be BYPASSED, if a mail has a weight >= 12 and 4 recipients. Your message has a weight of 20 and 4 recipients, thus is bypassed the white list.   (Now - personally - I feel that "SMTP AUTH" should not be treated like a regular white list.  Indeed, I feel that SMTP AUTH should not be overwritten.)
