We had the same problem with v2.0.6.10. Contacted support about it, but haven't gotten a firm answer.

Subject: [Declude.JunkMail] WHITELIST LOCAL v2.0.6.12
I added WHITELIST LOCAL to the Global.cfg and all (and I mean ALL) inbound e-mail to local users was whitelisted.
My read was that this would whitelist e-mail from local users to other local users. Is that not correct?
Thanks,
