This is how you would setup a weight range with the last one being a weight
to place an action on all emails with a weight over that weight.

SPAM-LOW        weightrange     x       x       8       13
SPAM-MED        weightrange     x       x       14      24
SPAM-HIGH       weight          x       x       25      0
