To prevent Declude JM from scanning outbound mail I know I can whitelist IP ranges. Can they be anywhere in the global.cfg or do they need to be at the top.
In general, any configuration options can go anywhere in the config files, with the exception of test actions in the global.cfg file (which must go after the test definition lines), and .eml files (where the configuration lines must go before the body of the E-mail).
