Is this timeout adjustable?  My email server isn't that busy so I could afford
to increase this timeout a bit and see if that helps.

Unfortunately, it is not adjustable. However, Declude JunkMail will re-try if the first one times out, so you should only see a problem if either your DNS server has network problems, or if the spam database isn't responding well.
