When this happens, I usually see about three Declude processes, each in the 25% - 30% neighborhood, and several more showing smaller percentages. Also, I see the usual Sniffer, SMTP, POP, and IMAP, all much lower.
Do you have a lot of BODY or ANYWHERE filters (the most CPU intensive tests in Declude JunkMail)?
