I thought that whatever action was taken, it is taken for ALL recipients.

That is correct (except for the MAILBOX action, which only applies to one recipient).


So in the about case, if the first user had HELOBOGUS DELETE and the second
recipient had HELOBOGUG LOG, the message would deleted for both
recipients.

That is correct.


However, the tests are only run once, no matter how many recipients there are.
