What would be the best way to setup IMail/Declude to bounce or reject all
e-mail messages from rr.com subscribers? If possible, in that bounce or
reject message I'd like to add a note telling the sender to have someone at
rr.com call us to discuss the problem.

Here's why I want to do this. They (rr.com) have been rejecting messages
from our domain acsworld.com since December. We've called them numerous
times, replied to all the proper security and abuse e-mail addresses at
rr.com numerous times and yet nothing is being done to fix this problem.
According to http://www.dnsstuff.com/tools/ip4r.ch?ip=12.4.184.4 we aren't
listed anywhere which makes this problem even more bothersome. I figure if
we bounce/reject rr.com messages someone at rr.com will eventually call us
to find out what the problem is and then we can get them to fix the problem
at their end.

If someone on the list has a contact at rr.com who could help us solve this
problem, that contact information would be welcomed.
