I consider it spam!

I have had a couple of conversations with them. 

IMHO, the so called notices that some one is looking into you is nothing
more than a marketing attempt to get you to sign up and pay money. There is
absolutely no way you can find out if it is true that some one is looking
you up, or what is said about you UNLESS YOU JOIN AND PAY MONEY. I have
verified this 3 different times with 3 different e-mail addresses reported.

If it smells like dog poop, looks like dog poop, it probably is dog poop.
