Does IPBYPASS work by exact match only then?
Yes. IPBYPASS only lets you list a single IP (per the original design, based on expected usage).

When outgoing mail is received from users, there is (or should be) only 1 hop, so HOPHIGH would have no bearing, correct?
Correct. But, scratching *my* head, what are you looking to do here? If there is only 1 hop for your users, why would you want to scan a second hop?
Or are you looking to run some tests but not others? I don't believe that is possible.
