When mail originates from the United States, I have a weight of ZERO
in the Country test, but continue with lines like this in the header.

X-RBL-Warning: COUNTRY: Message failed COUNTRY test (223)
X-Spam-Tests-Failed: NOABUSE, NOPOSTMASTER, IPNOTINMX, COUNTRY [2]
X-Country-Chain: UNITED STATES->destination

If I remove the United States line in the COUNTRY.TXT document, I
assume that it wouldn't "fail" the test (I assume this is line 223?)
but the Country-chain would still work?

If you have a line such as "COUNTRIES 0 CONTAINS us" in the country.txt file, that means that any E-mail that goes through a mailserver in the U.S. will fail the test -- and will therefore have the X-RBL-Warning: header (if you use the WARN action on the test).


In this case, I would suggest removing the "COUNTRIES 0 CONTAINS us" line (or ""COUNTRY 0 CONTAINS us", depending on how you set it up).
