and it'll pick up ebay.com, ebay.ca and etc?
No -- because "ebay.ca" doesn't end with ".ebay.".
You want "REVDNS -35 CONTAINS .ebay.".
What happens if someone has this as reverse spammy.ebay.spam.com? Will this be valid too?
Yes. The only way to get around that would be to use "ENDSWITH .ebay.com", "ENDWITH .ebay.ca", etc.
