Sorry, I should have explained.

There is a hard-coded limit on the number of tests that are defined, so you 
can't have more than 256 tests defined.  Each filter test that you create 
(that has a unique name shown in the global.cfg file) counts as only one 
test; each filter can have an unlimited number of lines in it.

So a filter with 2400 entries in it will work fine, but creating 2400 
different filter tests would not (and would be very unwieldy).
