Here are the headers of a legitimate e-mail that was caught with Base64.

MIME-Version: 1.0
content-type: text/plain; charset= US-ASCII
content-transfer-encoding: Base64
X-Mailer: Aprs-EMEDD-1.00
If you can figure out who came up with the brilliant program name "Aprs-EMEDD-1.00", you can complain to them for sending out a text E-mail in an encoded format. Aside from using up more bandwidth and being difficult to filter, I can't think of any other reason for them to send it out encoded.

But:

The fact that their software is not Y2K compliant doesn't make it likely that the company is still around.
