It looks like upstream 4.19.1 changed xflock4 from getting a lock command via xfconf-query to using a D-Bus method to lock the screen. This means it calls gdbus directly, but gdbus is in libglib2.0-bin which is not listed in debian/control at all. Indeed, it's not installed on my system at all, so locking the screen by menu or xflock4 directly does nothing (locking screen by timeout does work).
