A different thing was happening on my system.  It looked similar - I did
and upgrade which included xserver-xorg-input-synaptics and tap-to-click
stopped working.  But it rapidly became evident that the xorg.conf
settings were at least being read and noticed by
xserver-xorg-input-synaptics, but still weren't working. Not quite the
same as bug as this one, so I raised another bug here:

But embarrassingly, it wasn't the upgrade to
xserver-xorg-input-synaptics that was the problem.  It was Gnome.
Upgrading it had for some unfathomable reason turned tap-to-click off
(among other touch pad things) thus overriding the settings in
xorg.conf.

Until I realised what was going I used the same short term fix as you
did: I added a "synclient TapButton1=1".
