I just noticed the same problem as http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=352967. The manpage states -twentyfour This option indicates that a digital clock should display the time in twenty-four hour format. This is the default when a digital clock is used. But that seems to only work with the 'C' locale. I think either the manpage should indicate that this will be overridden by locale stettings for locales != 'C' or maybe the code should override the locale if '-twelve' or '-twentyfour' is specified.
