I'd like to be able to use <Compose> <O> <A> (this is a currently unused key sequence) to generate the symbol: Ⓐ The attached patch to /usr/share/X11/locale/en_US.UTF-8/Compose works for me, though perhaps it should be placed in the Compose files for other locales as well -- anarchism isn't just for the USA!
