I tried forcing the output on and it did indeed work. I needed to add the mode manuall using xrandr --newmode with my mode line. I then added the mode using xrandr --addmode VGA-0 1280x1024
The monitor could then be enabled by running xrandr --output VGA-0 --mode 1280x1024 However I have to do this every time I start X11 as the monitor is not really detected as being connected which is a bit annoying.
