the debian/copyright of xserver-xorg-video-intel is so outdated it has little to do with the rest of the package when it comes to who owns which copyrights. It would be good to go over the source and extract the relevant copyright notices. Note that per-file annotations are not required, so that copyright notices of files with the same license can easily be agglomerated.
