Yes, I don't see how this could have ever worked for you. Looking at a Etch system, I can't find anything related to Xmodmap in the scripts that are loaded when opening a new session. Are you sure you weren't running xmodmap manually in your .xsession file or so? Or maybe you add something in /etc/X11/Xsession ?
