I've solve the problem. When using evdev driver, one should choose
XkbModel "evdev" instead of pc104 and then everything will work. I
think this should be explicitly noted in something like README.Debian,
because evdev driver will set the proper XkbModel by default, but
default Debian's setup of xorg.conf overrides this default to pc104.
So I won't close this bug for now, ok?
