The video and input driver ABIs changed in xserver-xorg-core 1.3.99 (the one in experimental), so all driver packages in experimental are built for this new ABI and cannot work with 1.3 (in unstable). But no driver actually depends on this new xserver-xorg-core. So you can try rebuilding xserver-xorg-video-ati from experimental against unstable. IIRC, you should just have to change the build dependency from 1.3.99.0 to 1.3.0 in debian/control. Or you can try building to upstream driver manually with http://bgoglin.livejournal.com/10936.html.
