Package x11 common contains lot of Conflicts: dependencies with debian packages, build with old Xfree86 libraries. Most of them are versioned, so if maintainer of package or someone else builds new package with same name, it can be successfully installed on newer Debian system. But there is at least one unversioned dependency: xephem package (which is dropped from Debian several years ago). So, if someone builds new pakage with this name or package which provides virtual package xephem, this package cannot be installed on debian etch or newer system due to conflict with x11-common package. I think that it is bad idea to ban package name at whole.
