Currently, it seems that if I use X and then log in to a VC, the Debian default rate is on. But I can set the rate and delay via /sbin/kbdrate, and go back to X and then return to the VC with my (modified) preferred rate still OK. However, I have to become root to run /sbin/kbdrate; otherwise I get an "Operation not permitted" error. I've put /sbin/kbdrate in root's .bash_profile, so that if I log in as root before logging in as myself on a different VC, the rates will be OK. If I log in to a VC and set the rate I like before bringing up X, when I return to the VC the rates are OK.
