It looks like the epoch is wrong on this: there was never a libx11-dev 1:0.99.2-1, only 2:0.99.2-1. (The libxext-dev change is due to Debian having gone backwards in versioning from Ubuntu, so is kind of our problem, but it would be nice if libxext bumped its epoch to 2 so that we wouldn't have to carry that diff.)
