Hmm. xutils 6.9.0.dfsg.1-4 in unstable does have both xmkmf and imake. xutils 1:1.0.1-2 in experimental doesn't have either, both are moved to xutils-dev. And xutils in experimental depends on xutils-dev. So there should be something really weird happening, if you have xmkmf, but not imake installed.
