FWIW, I think this is a bug in libxft-dev. It should either put the headers in /usr/X11R6/include/X11/Xft/ (as older versions did) or Pre-Depend on x11-common (>= 1:1.0), which would make it uninstallable in sid. Reassigning this to libxft-dev.
