You can check whether the package is in fault, download xlibs_4.3.0.dfsg.1-10_all.deb from your mirror (or get it from /var/cache/apt/archives/), run $ dpkg-deb -x xlibs_4.3.0.dfsg.1-10_all.deb xlibs and edit xlibs/etc/X11/xkb/symbols/pc/us_intl If this file is fine, I am afraid that we won't know why your file has been locally modified, and this bugreport can be closed.
