It's an 'old' bug wich should be fixed ...

        allowed_users
                      may be set to one of the following values:
                      rootonly,console,any-body.

Debconf is doing is job, setting /etc/Xwrapper.config correctly :
        allowed_users=any-body

BUT it *should* be 'allowed_users=anybody' to work ;-)
else you've got an error :

        X: user not authorized to run the X server, aborting.
