I suspect this is related to Ivan Pascal's change which was incorporated
into -5:
+ Add workaround for problems that arise when in multi-layout map
different modifier keysyms share the same key (Ivan Pascal).
The above is from XFree86 CVS as appears to have shipped as part of XFree86
4.4.0. I suspect it was part of X.Org as well.
