Those who do not use reportbug well (e.g., by not using the "f"ilter command to limit the scope of already-filed bugs reported instead of lazily deciding they don't care whether there's a duplicate and filing one anyway) are just as entitled to a reminder as to why the command should be used, and used well, as those who weren't aware of it at all. -- G.
